Abstract Mobile handoff is a relatively significant charters-tic that involves the quality of connections (QoC) between the base stations (BS) and mobile hosts (MH). Maintaining the QoC in IEEE 802.11 networks is an important challenge in wireless mobile networks, and conjointly the necessity for the different real-life wireless mobile applications. To take care of the QoC, these wireless mobile applications is responsible for fast handoffs between BS. Most of the current research is based on a neighbor graph and maintaining the neighbor table by the connected access point and calculates the scan delay. This paper has proposed a novel neighboring approach for fast handoff where scan delay has been reduced to zero by exploiting the MH neighbor table. The result shows that the proposed approach is better than state-of-the-art approaches in terms of scan delay and re-association delay. 1 Introduction The IEEE 802 [19, 20] protocol covers a family of networking standards that covers the specifications of physical layer technologies from local area networks (LAN) to wireless mobile networks [2, 33]. The wireless mobile network [18, 26, 27] protocol, IEEE 802.11 [26], authorization high speed dynamic wireless mobile network access to a network infrastructure [4, 5, 27]. The dynamic user whose first process is transferable can modify the location and frequently keep connected to the wireless network for different wireless applications [10–14]. This empowers the dynamic user to check varied locations, classrooms, lobbies, college campuses, and, however, preserve access to networked information/data. Dynamic wireless networking can be a super technology for communicating where movement is required. Similarly, retail environments can profit once the staff uses a wireless microcomputer. is that the scheme of adjusting the channel (i.e., frequency, bandwidth, code, time, or a combination of them). It is generally introduced whichever by crossing a cell area or by a descent of the signal’s quality on this channel. The handoff is split into two broad categories: hard handoff and soft handoffs [17]. Poorly designed existing handoff techniques [12–20] tend to come back up with significant communication traffic and, thereby, a dramatic decrease in quality of service (QoS) [15, 28, 29]. The explanation of why the handoffs area unit is essential in cellular systems is that neighboring cell region units frequently using a disjoint set of frequency bands. Thus negotiations can occur between the MH
