Foreword

To say that policymaking is complex and messy is to state the obvious. Figuring out in what ways and how outcomes are affected by complexity and messiness is far more difficult, especially when one engages in comparative longitudinal research. Dr Smith courageously attempts to do just that. The end product is a solid piece of academic research on the politics of health-care reforms in two national settings: New Zealand and the United Kingdom (more specifically, England as responsibility for the National Health Service has been devolved, to an extent, to Wales and Scotland). The Multiple Streams Framework (MS Framework) is perhaps the best-­ known analytical lens to take policy messiness seriously. It centres on five elements: policies, politics, problems, policy windows, policy entrepreneurs. The main argument is that policy choice is more likely when entrepreneurs are able to “sell” their pet policy solutions and problems to interested policymakers operating in the broader polity during open windows of opportunity.
