Since World War II, there has been a great interest in a global code of conduct on Transnational Corporations (TNCs). This was more pronounced in the developing countries which seek equilibrium between the lures and the realities of globalisation, on the one hand, and a dream of a just and non-exploitative global order on the other. The United Nations initiated a process for such a code in the late 1970s. It proposed a draft Code of Conduct on Transnational Corporations (the Code). But the controversy over the form and provisions of the Code inhibited the consensus over it, despite over two decades of time and energy expended by the Working Group and other bodies within the UN system.
