Biological attacks comprise a multitude of highly diverse forms of aggression using biological agents such as bacteria, toxins, and viruses. These forms range from loneactor biocriminal activities (e.g., contamination of salad bars with bacteria, deliberate infections of others with HIV-1, murder using insulin injections) at one end of the spectrum to research and development programs that are well-funded, long-term, and clandestine nation-controlled on the other end. These latter programs may be aimed at developing deployable tactic or strategic weaponry (e.g., US, UK, Soviet biological weapons programs). “Biodefense” has become the catch-all phrase for measures mitigating the effect of an attack with a biological agent. These measures include public and specialist education, national legislation and pathogen surveillance, international arms-control treaties and confidence-building measures, and intelligence gathering aimed at preventing the construction and deployment of biological weapons and/or their use.
