Preface
The evolution of the ideas contained in this book has been a lengthy one. We have thought, practiced, consulted and trained leadership in public organisations since the late 1990s and our total collective experience of public sector leadership is around 50 years. During this time we have seen and witnessed various kinds of leaders, leadership methods and leadership paradigms come and go, in Finland as well as in Europe, North America, Asia, and Africa. Over the years a lot has changed. This change relates to leadership models, leaders themselves and how we (as authors) tend to think about leadership development. It is important to note human beings learn by opening their minds and sharing knowledge. All too often, however, public sector leaders simply do not have time to talk and share ideas about leadership with their peers and colleagues. Instead, they are too busy running from one meeting to another. One anonymous, very senior, civil service leader told us in Canada, during the writing of this book, that if there is one thing he would like to have more of, it would be “time to think”.
