HRSOS: a decision support system to facilitate the privatization of military housing GA Forgionne* University of Maryland, Catonsville, MD, USA The armed services must provide their personnel with acceptable housing at minimum cost within the vicinity of military installations. To achieve these housing objectives, the Department of Defense (DoD) has entered into experimental joint ventures with private developers to construct attractive housing projects on military installation property, with some of the projects reserved for military personnel. To support the analysis of the joint ventures, DoD needed a methodology that would help of®cials evaluate the ®nancial feasibility and cost implications of the housing projects. A decision support system, called the Housing Revitalization Support Of®ce System (HRSOS), was developed to provide the necessary support. This paper describes the decision support system and its underlying methodology. It outlines the process used to determine ®nancially feasible privatized military housing initiatives, reviews the decision support system created to support the process, and describes its application at the US Department of Defense. The paper also discusses the implications for military housing management, public ®nance, and operations research. Introduction The Department of Defense (DoD) wants to provide its personnel with acceptable housing in the areas within a one-hour commute of its military installations. Using the Military Housing Act of 1995 as authority, the DoD established an agency, called the Housing Revitalization Support Of®ce (HRSO), to develop innovative initiatives that would help achieve this housing objective. Among other initiatives, HRSO entered into experimental joint ventures with private developers to construct attractive housing projects on military installation property, with some of the housing reserved for military personnel. Government regulations required HRSO to justify any housing initiative with detailed and systematic analyses of the joint venture's ®nancial feasibility and potential credit impact on the federal government. Several models and methodologies were needed to perform these systematic analyses and provide the supporting justi®cation details. To conserve resources and to meet the needs of the Housing Revitalization Support Of®ce (HRSO) personnel, the models, analyses, and reports were made available through a decision support system, called the Housing Revitalization Support Of®ce System (HRSOS), that can be readily used at headquarters by a nontechnical person.
