International Support to Country Capacity Building

20.1 Agenda 21 Recommendations Agenda 21 sets very high expectations regarding international support to country capacity building in forest assessment. This is evident from the following statement made in paragraph 11.33: ‘‘The international community should extend to the Governments concerned necessary technical and financial support for implementing this programme area, including consideration of the following activities: (a) Establishing conceptual framework and formulating acceptable criteria, norms and definitions for systematic observations and assessment of forest resources; (b) Establishing and strengthening national institutional coordination mechanisms for forest assessment and systematic observation activities; (c) Strengthening existing regional and global networks for the exchange of relevant information; (d) Strengthening the capacity and ability and improving the performance of existing international organizations, such as the Consultative Group on International Agricultural Research (CGIAR), FAO, ITTO, UNEP, UNESCO and UNIDO, to provide technical support and guidance in this programme area’’. This chapter will identify areas for international support to accelerate the capacity building process and the need for strengthening organizations’ ability and performance to realize the Agenda 21 objectives. This subject will be discussed in the following four sections: • development and dissemination of knowledge for assessments and systematic observations of forests relevant to tropics keeping into account multiple functions of forests; • provision of technical and financial assistance to countries for capacity building with a long-term perspective;

• regional/global networking of institutions for exchange of forest inventory information; • strengthening international organizations’ own abilities and capacities for effective participation in the process.

20.2 Development and Dissemination of Knowledge for Tropical Forest Assessments There is hardly any R & D institution in the tropics to undertake basic and applied research on different sub-disciplines associated with forest inventory such as sample survey design, growth and yield studies, accessibility and cost-studies, remote sensing and data processing, appropriate to forests and socio-economic conditions of the regions. To fill this important knowledge gap, the FAO Forestry Department since its inception has been allocating regular funds to support applied research activities such as preparation of field manuals and guidelines, remote sensing methods, growth and yield studies, etc. Though funds are small, the impact is large, as professionals of the region and interested international experts are involved in the process.
