Abstract In Service Computing, Service selection plays a vital role in delivering an appropriate service to the end user based on the request. Service composition methodology is the major factor affecting the appropriate need for the user or the consumer. The proposed technique involve the use of hybrid meta heuristics genetic algorithm with tabu search to retrieve the best suitable web service to the end user based on the Quality of service parameters. The existing techniques use the parameters response time, cost and reliability. The technique used in hybrid algorithm is used computes the availability of service, response time, throughput and interoperability between the services. Hence the result of service composition gives high reliable service to the end user with maximum throughput and interoperability. The location based service selection mechanism is considered for service composition as almost 90% of the services are available in cloud. 1 Introduction Due to the tremendous growth in web services, the delivery of the web service based on the user request is unpredictable. As the number of service increases with similar type of solutions to the end user, the prediction of apt delivery of the service is not guaranteed to the consumer. So there arises the need for new methodology to ensure the exact delivery of the service to the request. The parameters required to evaluate the effective service functional and non functional. Several methodologies are proposed to evaluate the retrieval of best service based on the functional and nonfunctional attributes such as cost, reliability, availability, repudiation and interoperability. The parameters are evaluated through the optimization algorithms such as genetic, tabu search, integer programming, a.i. planner, and etc.,. Every author has used these algorithms with their own perspective. The web service composition includes the service selection from a pool of existing web services. There is n number of web services available in the service computing providing the same nature of computation with variations in cost, availability, reliability, response time, throughput * P. and interoperability. These parameters are Quality of service parameters which is to be considered while performing service composition. The existing methodologies use the parameters such as cost, response time and availability for composing an effective web service. The limitations of those services could not able to retrieve the effective service with the poor availability and interoperability. Here through this article we propose an approach with genetic and tabu sea
