This book was long in the making. Several of the arguments I develop here rely on my previous work and research. In the spring of 1998, I prepared an analysis, “The Serb-Albanian War and International Community’s Miscalculations,” which was published in The International Journal of Albanian Studies, Volume II, Number 1, Spring 1998: 3–37. In the summer of 1998, I rewrote the essay, but the events on the ground precipitated with an incredible speed.
