Abstract The article describes the activities of the Working Committee of the Surveying Authorities of the Laender of the Federal Republic of Germany (AdV), and there the activities of the project group 3D-Geobasisdaten. In particular, the paper describes works that have been started and will become part of the acquisition, provision, updating, and quality assurance of official 3D spatial data. 1 Introduction In September 2009, the Working Committee of the Surveying Authorities of the Laender of the Federal Republic of Germany (AdV) decided to set up official building models for the whole of Germany: “The capture, modelling and verification of buildings for the Geotopographic Survey of the Federal States and the management of the real estate cadastre is a core task of official German surveying. This also includes the third dimension” (AdV 2009). First, concepts had to be developed, surveys carried out and standards drawn up. Two implementation stages were planned beginning in 2013: first, the development of a comprehensive dataset with the Level of Detail 1 (LoD1), then in LoD2. The 3D building model represents on the one hand buildings recorded in the real estate cadastre, and on the other hand a selection of essential buildings. Currently, LoD2 data from all 16 Federal States are delivered to the Central Office for House * Ulrich Gruber u.gruber@kreis‑re.de 1

2 Area‑Wide, Official 3D Spatial Base Data for Germany According to AdV (2018b), the building model is defined as follows: A 3D building model is a digital, numerical surface model of the object areas buildings and structures defined in the AAA model of the AdV. The ground plan of the building is always taken from the official digital real estate map. LoD2: Standardised roof shapes are assigned to the buildings and aligned with the actual course of the ridge; (AdV2018b).
