PREFACE
In early 2015, I began a project at Singapore-ETH Centre (SEC) to create a database from publicly available statistics in the Association of Southeast Asian Nations (ASEAN), China, and India. The unavailability of granular and timely data and large differences in data quality between countries in Southeast Asia made the project more complex than I imagined at the beginning. Several portals with open government data in the Association of Southeast Asian Nations (ASEAN) have recently emerged in the image of the pioneers in the field, the USA (data.gov) and the UK (data.gov. uk).
