Organizational commitment and professionalism of State Civil Apparatus to determine public satisfaction through good governance, public service quality and public empowerment Rojikinnor Rojikinnor1

Abstract This study aims to investigate factors related to the State Civil Apparatus that influence public empowerment and public satisfaction in Central Kalimantan Province. This research was conducted in the organizational structure of the regional apparatus that provides direct services to the public in the area of Central Kalimantan Province, as many as 14 districts and cities. The result implied that there are significant and positive effects between organizational commitment toward good governance, professionalism toward public service quality, good governance and public service quality toward public empowerment and also public empowerment toward public satisfaction. The novelty of this research is involving the behavior of the State Civil Apparatus to drive public empowerment and public satisfaction. Besides that, this study implicates good governance and public quality service as mediation. Introduction Civil servants, or apparatus as public apparatus, have an important role in providing services to the public in a more just, equitable, honest and responsible manner. The State Civil Apparatus is the most important component and pillar in realizing good governance together with the business world (corporate governance) and civil society, which must run in harmony with their respective roles and responsibilities. Good governance is achieved through professional governance through a good governance organization management system, quality public services and apparatus resources that are reliable, professional, integrity, innovative and have the world-class capacity. have a global outlook and is expected to be able to continue to develop by increasing their quality and competence. The State Civil Apparatus must be able to strengthen the attitude and enthusiasm of service to the service, protection and community empowerment (Limba et al. 2019). Community empowerment is important to create a competitive climate for the community to increase the nation’s potential. The importance of community empowerment is based on the idea of community-based resource management that tries to answer the challenges of development, namely poverty, poor environment and lack of community participation, in the development process that concerns themselves.
