This book grew out of a project run jointly by the Security and Development Programme and the Geo-economics and Strategy Programme at The International Institute for Strategic Studies (IISS) and made possible thanks to the support of HSBC and British American Tobacco. The initial activity of the project was an off-the-record international conference on the strategic implications of organized criminal markets hosted at IISS-Middle East in Manama, Kingdom of Bahrain in 2015. The aim of the initiative was to strengthen international understanding of transnational organized crime and its implications; discuss solutions based on on-the-ground experience and concrete case studies; and facilitate the sharing of ideas and best practice among different stakeholders.
