On 21 September 2016, the United Nations High Level Panel on Water made a joint statement calling for action to deliver a ‘water secure world’. The urgency of this call is underpinned by the centrality of water to our very existence, which is being threatened in an unprecedented fashion by increasing water disasters and scarcity arising from economic and population growth, as well as the compounding negative impacts of climate change. Fittingly, water security assumes a prominent position in the United Nations’ Sustainable Development Goals. While it clearly has global and international dimensions, achieving water security is first and foremost a challenge for national and regional governments. It is incumbent, then, on advocates of evidenced-based public policy to put their ‘shoulder to the wheel’ in seeking, articulating and providing better approaches to water law and governance. The aspiration of this book is, in our own small way, a response to this call for action. In particular, it aims to complement and e
