Abstract From the 1970 of the twentieth century demand side management has gradually become standardized management mode in electric power industry in developed countries. China is currently in developing period. The work of “building strong smart grid” of National Grid develop overall objective of “full coverage, full collection, full prepayment” to demand-side management, which is a key links of smart grid construction and it plays a pivotal role in the construction of the smart grid. This article analyses the characteristics and limitations of the traditional demand side management, and in line with the development of smart grid construction work, Power demand side management need to make changes. Introduction
Power demand side management is one of the important components of the smart power grid construction, and also the focus link of smart grid construction, it plays a pivotal role in the construction goal of the smart grid. Construction and development of the future must maintain highly consistent with the long-term planning of the smart grid [1].

Introduction to Smart Grid
Smart grid is the world’s latest trends of development and reform of power system, and is considered to be major scientific and technological innovation and development trend of twenty-first century power systems. The developed countries such as European and American have established dedicated organization or agency since 2001 to put great effort trying to make a breakthrough as early as possible. China, Japan, Australia and other countries also follow suit. In October 2009, United States President Obama approved 8 billion dollars funds for smart grid investment to promote construction of smart grid in United States. National grid have been carried out smart grid pilot project in two batches in early 2010, and made it clear that the expected investment for smart grid construction is total amounted to four trillion by 2020 [2]. China smart grid started to enter the planning and construction stages, which announces the age of smart grid is coming [3]. Smart grid is a general term for series of related technologies.
