The case for structural reforms in the euro zone has been amply made—let me reiterate the two main reasons.1 First, euro area countries can greatly benefit from higher structural growth, provided they take measures that boost participation and productivity. Importantly, the benefits may not be confined to individual economies but may well spill over to the wider euro area through trade and investment linkages. Second, the crisis has made painfully clear that the capacity of individual countries to adjust to shocks is poor. This, consequently, raises the costs of a monetary union.2 Improving countries’ resilience is hence another key—and shared—concern. At the same time, the discussion on reforms in the euro zone gets complicated when getting into details: What reforms are needed most? What can we realistically expect in terms of their macroeconomic impact? When is the best time to implement reforms? What supporting policies can strengthen the political acceptance of reforms?
