Abstract A kind of the traffic signal two-stage fuzzy control system for the single intersection was designed on the basis of analyzing the urban traffic signal control research status. The fuzzy controller determined the traffic intensity of each phase according to each lane traffic flow and the queue length, and then decided whether to extend or terminate the current signal phase. With the average vehicle delays as evaluation index to measure the control performance of the control system, the simulation of the intersection of four phases was realized using Matlab. The simulation results shown that the two-stage fuzzy control system could effectively reduce the average vehicle delay, and it was superior to the traditional timing control system and induction control system. 1 Introduction With the rapid development of the economy and the advancement of urbanization, the urban traffic stress is increasing and ease traffic congestion is more and more important. The signal light control is the main means to solve urban traffic congestion. The traditional traffic signal controls such as timing control and sensing control are difficult to obtain satisfied control effect. Because fuzzy control does not depend on the characteristics of the accurate model of the controlled object, it is applied to the transportation system, which has randomness and uncertainty characteristics, and many achievements have been obtained [1–5]. to each lane of traffic queue length, the fuzzy control judges each phase of the traffic intensity with fuzzy inference and then decides whether to extend or terminate the current signal phase to adapt to changing traffic flow to improve the intersection vehicle capacity.

2 Traffic Signal Fuzzy Control The intersection traffic signal fuzzy controller calculates the vehicle queue length in each direction according to vehicle arrival numbers of each phase from the detectors of each lane. Green light phase traffic situation is determined by the green light phase vehicles’ arrival rate and queue length, and the red light phase of traffic situation is determined by the queue length of the red light phase. With the situations of green light and red light, the fuzzy controller decides whether to extend or terminate the current signal phase to next signal phase.
