Abstract It is a common concern to enterprise and employees that make employees have a healthy state of mind. Collective psychological capital as a group shared healthy state has not been studied, especially in domestic. This paper, through literature, interview method and open questionnaire investigation, found that the collective psychological capital is made up by collective hopes, collective resilience and collective efficacy, then developed a measurement scale with good reliability and validity. Finally, this article found that collective psychological capital can achieve win-win between organization and employee development. Keywords Psychological capital organizational behavior

119.1 Introduction As to psychological capital theory, most of it focused on personal level, which means Psychological capital is the positive psychological state in the process of personal growth and development. But some researchers argue that it is the utmost flaw of psychological capital theory for collective level is absence [3, 9]. Therefore, this article tries to explore the psychological capital from the collective level and discuss its effect to the organization.

119.2 Literature Review The research about collective psychological capital is start, which is focused on the concept and measurement. The collective psychological capital is defined as the result of the interaction and coordination activities [6]. The interaction mechanism makes the collective psychological capital is greater than the sum of the individual psychological capital. They think that the collective psychological capital is a group shared positive state of mind, with collective efficacy, collective optimism, collective hope and collective resilience. West [8] argues that the collective psychological capital can be regarded as the same form with individual psychological capital. A survey of the collective psychological capital has two ways: 1. Summation method: measurement results will converge to the collective level through direct application of individual psychological capital scale [2]; 2. Transfer the reference point consensus construct measurement method: the individual psychological capital scale adapted for collective psychological capital measurement scale. For example, Walumbwa et al. [6] changed the PCQ-24 individual psychological capitals scale into collective psychological capital scale. The
