I had a chance to live through the sulphur regulation change in Finland and Estonia during the years 2011–2015. In the very beginning, it was not even well recognized that regulation would be implemented at the demanding 0.1% maximum level; however, as the years progressed towards the implementation year of 2015, it became evident that nothing could stop this from happening. Many different parties (companies, sea ports, associations, NGOs, labour unions etc.) criticized this new legislation, and the most horrible scenarios indicated that a significant number of heavy industries and manufacturing would be lost (or severely hurt) due to this. The additional price tag for shipping costs for Finland alone was estimated to be several hundred million EUR annually (in some cases the price tag given was as high as more than one billion EUR p.a.).
