Abstract. Aiming at the growing demand for spectrum space issues of Internet of Things, a spectrum allocation system model is structured based on the Homo Egualis(HE) social model. The model solves the problem of spectrum requirements for Internet of things, reutilizes idle spectrum and improves spectrum utilization by cognitive radio technologies, In model, the access point calculations and updates node access probability with the Homo Egualis community access schemes periodically. Because node control access time and frequency based on the access automatically, we can use idle spectrum fairly and efficiently. The results of the simulation show that the mode improves the spectrum utilization greatly. Keywords: Internet of Things, cognitive radio, spectrum allocation, HE model.

1 Introduction With presenting the strategy of Internet of Things, it has been paid more attention to development and application of Internet of Things. It not only applies to information sensing equipment on identification layer, such as RFID device, infrared sensors, global positioning system, laser scanner; but also uses to M2M operation with little capacity, including street lamp management, water quality monitoring; and high bandwidth business mainly with video images, including peace city and public transit[1]. In addition, owing to the large business scale of Internet of Things, nothing can give expression to the huge demand of spectrum, including 2G and 3G. So, it occupies a very important position in development and application of technology of Internet of Things for radio spectrum resources. Aiming at the growing demand for spectrum space issues of Internet of Things, it structures a spectrum allocation system model based on the HE social model in paper. The model solves the Internet of Things spectrum needs by "cognitive radio" technologies, and reutilizes free spectrum utilization and improves spectrum utilization. H. 2 System Modeling In general, spectrum allocation scheme of Internet of Things, what we know of, is static. It has low spectrum utilization, and spectrum resources are not fully taken advantage of. In view of this situation, we put cognitive radio to use. It is a smart radio communications technology, perceives surrounding, and then obtains information by "understanding-building", adapts to the changing surroundings by changing the transmission parameters in real time, such as transmitted power, carrier frequency, modulation technique. That is, the technology of cognitive radio, can detect the idle channel at special time and space. In order to avoid the interference for other user, utilize this spectrum to transmit. It improves spectrum utilization, and realizes negotiation with other spectrum users and shares spectrum resources effectively. Meanwhile, cognitive radio technology can make each different communication system, with different spectrum and transfer mode,
