As I sit here in one of the oldest institution of learning in China – the Nanjing University, it is timely to reflect on what brought this book about. It is, in effect, the culmination of personal experience and deliberate research dating back 20 years. This book is not the result of idle curiosity. My professional curiosity evolved during an 18-year (1991–2009) career with the Australian Federal Police (AFP). What follows provides the reader with some understanding of the insights and knowledge gathered before the formal research for this book commenced. In 1991, I became involved with an international government organization. The AFP hosts the Australian National Central Bureau of the International Criminal Police Organization – Interpol. As the AFP Archives Officer, I assessed Interpol Canberra’s records dating back to 1948, when Australia first joined Interpol. This was my introduction to the mechanics of international police cooperation – it was international relations in action, not theory. From the Archives, I moved to the AFP Museum.
