Abstract. Special-purpose geodetic networks are established for various stages of geodetic works, starting from an idea, geodetic setting-out, inspection of the construction of facilities, up to monitoring the behavior of the exploited facility. In case of large infrastructure facilities such as the highway, the design of the independent micro geodetic networks for all separate highway facilities (bridges, tunnels, viaducts, retaining walls, overpasses, underpasses, etc.) and fitting the referred networks into a single highway coordinate system represents a challenge. Regarding certain stages of works, such as geodetic setting-out, surveying the installations and lines to be surveyed, a state coordinate system is used, whilst for purposes of conducting the deformation measurements and the analysis of certain facilities on the highway, a local coordinate system is used, relieved from any impact of given quantities, which may impede the measurement results within the monitoring process. The paper will provide an overview and an analysis of the current design of monitoring the bridge Gornje Mrke at the part of the Bar— Boljare highway, which is a fundamental project currently being implemented in the territory of Montenegro, taking into account a very unfavorable configuration of the terrain at which the construction of the highway is underway. In the optimization process, Particle Swarm Optimization, a global optimization algorithm from the group of evolutionary metaheuristics, will be applied, and the results will be compared to the traditional network optimization concept. The criterion of optimality will be determined based on the parameters of sensitivity of geodetic monitoring network. Keywords: Geodetic network · Deformation · Monitoring · Bridge · Highway

1 Introduction The purpose of optimization of geodetic network design for engineering objects, such as bridges, is to determine the optimal solution in accordance to selected objective function.
