In the development of the design documentation for the Verkhnyaya Balkariya small-scale hydropower plant, the layout of the main hydraulic engineering structures has been completed, and design concepts have been adopted in consideration of the results of engineering surveys and those of the design justification of structures, as well as the calculations of the economic efficiency of the project. In 2016, on behalf of RusHydro, the possibility of reducing the installed capacity of the VBSHPP to 10 MW was considered and justified for completion under the power delivery contract of qualified generating facilities that operate on the basis of the use of the renewable energy sources (PDC RES) on the Sengileevsk SHPP by notification of changes in the location of the power input [3]. In January 2017, RusHydro decided to resume the construction of the VBSHPP with an installed capacity of 10 MW. On the basis of location, functional purpose, and scope of completion, the main facilities of the VBSHPP are divided into three sections, namely, the head water intake unit, the diversion system, and the pressure station unit (Fig. 1). The layout and design of the main structures were determined on the basis of the following conditions: — technical requirements for the contract; — the SHPP capacity installed statutorily; — the preliminary selection of the construction site and the amount of work; — high seismicity of the site; and — minimization of environmental damage from the construction and operation of the SHPP. The main VBSHPP structures include a water intake unit, free-flow tunnel No. 1, a settling basin, a wastewater outlet, a diversion flume, free-flow tunnel No. 2, a fore chamber, a pressure pipeline, and a station complex (Fig. 2). Table 1 presents the main indicators of the VBSHPP, whereas Table 2 presents the main scope of work on the hydraulic power system.

The Verkhnyaya Balkariya small-scale hydropower plant (VBSHPP) is located along the Cherek Balkarsky River in the Cherek raion of the Kabardino-Balkar Republic (KBR). The river basin is located almost entirely in a high-mountain area, and the catchment basin is located at an altitude of 2000 m. The water regime of the river is mainly determined by the melting of glaciers and high-altitude snows. The water level variation is characterized by prolonged flood from April to October and a stable dry-weather period from November to March.
