A call for municipalities to volunteer PIAs was initiated, which included published SFs, in December 2002 as the first stage of a stepwise site selection procedure. This paper describes the way that SFs were developed and the outlines how they will be applied. ,1752'8&7,21 The "Specified Radioactive Waste Final Disposal Law (the Final Disposal Law)" was promulgated in Japan in June 2000. This law stipulates the basic concept for site selection, including procedure, methods, schedules and other relevant matters. The repository site selection process described in the Law, consists of the following three steps, selection of 1) Preliminary Investigation Areas (PIAs), 2) Detailed Investigation Areas (DIAs) and, 3) the repository construction site. NUMO published, in October 2001, the “Basic Policy for Selection Procedures for Preliminary Investigation Areas for the Disposal of HLW” [1] in accordance with the Law. In this document, it is mentioned that the selection of the Preliminary Investigation Areas will be carried out based on open solicitation. Preliminary Investigation Areas are selected by NUMO based on a literature survey of areas volunteered by the municipalities of Japan (volunteer areas). Preliminary investigations, such as drilling and geophysical surveying, will then be carried out in these areas in order to conduct a preliminary evaluation of this suitability for repository construction. The Law also defines the basic requirements for selection in each of the three stages noted above, based on which NUMO established concrete Siting Factors to be considered and the procedure for their assessment. NUMO then started open solicitation with these Siting Factors as part of an “Information Package”, consisting of “Siting Factors for the Selection of the Preliminary Investigation Areas”, “Instructions for Applications”, “Repository Concepts”, “Site Investigation Community Outreach Scheme” last December. Siting Factors are aimed to ensure the “equity”, “transparency” and “traceability” of Preliminary Investigation Area selection and also to be a useful reference for municipalities when considering the suitability of potential volunteer areas. This paper outlines the scheme for developing Siting Factors for the selection of Preliminary Investigation Areas for HLW disposal in Japan, the items to be considered in the evaluation and the basic concept for evaluating the properties of the volunteer areas during the NUMO literature survey.
