The entrepreneur is at the same time one of the most intriguing and one of the most elusive characters in the cast that constitutes the subject of economic analysis (Baumol 1968, p. 64). For market-oriented economies, understanding the elusive ways of the entrepreneur is key for fueling sustainable economic growth. The goal is clear but the challenge lies in the details: how to cultivate and support innovative and job creating entrepreneurship development? This challenge becomes even greater in post-conflict environments such as in Southeast Europe (SEE) where the political and policy landscape is undergoing significant changes. There is little doubt that in the SEE countries, entrepreneurship will play a critical role in rejuvenating economic development and growth. Already, a significant share of small and medium-sized enterprises (SMEs) positively contributes to economic growth in the SEE region.
