Preface The welfare and prosperity of Europe’s citizens depends on the internal and external development of the European Union. In a world, where Europe’s role and influence are at stake, all efforts have to be made to prevent a downturn. Being a leader in the globalised politics and economy goes hand in hand with an efficient internal setting. This is today’s motive for the “Project Europe”, it is time to move from the simple protection of peace inside to the maintenance and further development of welfare and prosperity, as far as possible together in a sustainable way with the world around us. In this reasoning, making the European Union work is a matter of crucial importance. It, however, cannot succeed, if it is simply built on abstract rules, procedures and distant authorities. The “Project Europe” can only work, if the citizens join – besides grudgingly accepting institutions – in a European identity. Only this can provide, in the mid- and long-term, a solid foundation for a functioning Union in the inside and vis-a-vis the world. We are still far away from such a “European identity”.
