This writing project began as a book on a number of issues affecting drinking water and governmental policy on water resource management. But the range and depth of the material on the subject necessitated that it be split into two companion books, each of which could be read and appreciated independently of the other. As the title of this book indicates, the focus of this book is on a number of theoretical principles that should guide water resource management and drinking water product
