Abstract. This article analyzes the current state of scientific investigations in the sphere of intellectualization of electrical networks on the basis of synchronous phasor measurements in a system of registration of primary data. The optimization of electrical energy consumption is shown to be dependent on the informational completeness of primary multidimensional data. Based on differential transformations, mathematical models and methods are proposed to analytically compute a collection of T-discretes for determining the informational completeness of the obtained nondeterministic primary data. Methods are considered that make it possible to intellectualize technologies of synchronous phasor measurements with the help of representation of registered primary data in the form of T-spectra for determining individual harmonic components for each parameter of transient processes in power supply systems and also for performing spectral analysis (based on differential representations) and computing spectral density as the basis for the formation and accumulation of new knowledge. PROBLEM STATEMENT The implementation of modern computer systems for monitoring transient, abnormal, and emergency modes of operation of power-supply system of railways makes it possible to completely describe the dynamic behavior of an electrical power network. The organization of computer networks for controlling power supply and information technologies for real-time monitoring of electrical modes is based on promising technologies of synchronous phasor measurements in an existing distributed system for registering primary data [1, 2]. The appearance of such technologies made it possible to considerably increase the amount of information on transient electromechanical processes running in an electrical network, which is very important for its adequate analysis. At the same time, in solving the totality of problems connected with developing and implementing procedures for increasing the efficiency of processes of electrical energy consumption, the need for the determination of the informational completeness of the multiple-aspect primary data being registered on the state of technological processes and modes of operation of power-supply systems became crucial. The solution of this problem allows one to form and accumulate new knowledge that reflects peculiarities of high-velocity technological processes of power supply and to create modern methods for energy saving and traffic safety. 1
