Neither the government nor the National Diet has fully confronted the crisis of Japan’s population problem. While politicians and government officials dawdle, the population has moved into absolute decline. But it is not only politicians and government officials whom we should hold responsible. We, the Japanese people, have also failed to pay sufficient attention to this question. The authors of this volume and I were all very slow to notice the seriousness of this grave problem. It was, in fact, at the time of the 2011 Great East Japan Earthquake that the facts about aging population and regional exhaustion, along with the resultant weakening of Japan’s basic resilience as a country, were brought most clearly to the forefront.
