decided from its inception to establish a goal-oriented in-service training program. Modeled after the ProblemOriented Record System (Weed 1969), the p r o g r a m highlights three compo, nents: a Master Goal List; Plans of Action; and Inservice Activity Notes.
I would like to share our experience in an ongoing in-service training p r o g r a m with your readers. T h e need for in-service training for staffs or persons engaged in mental heahh delivery remains strong. I f anything, ongoing staff d e v e l o p m e n t is o f a higher priority than ever due to the continuing d e m a n d s for more efficient service delivery in a field o f ever-growing innovations. In some agencies o r hospitals, special d e p a r t m e n t s have e m e r g e d for the expressed purpose o f f u r t h e r i n g staff development (Chappell 1972; Glassman and Clossom 1975). Most attention, however, appears to be directed toward the in-service needs o f professional or paraprofessionals in circumscribed situations. Programs for paraprofessionals are often cited, for example, as in the case o f community health workers (Collins and Cavenaugh 1971) o r "alternative institution" personnel ( F r e u d e n b e r g e r 1973). O t h e r programs are mentioned for special groups such as nurse-therapists (Smith and English 1975), juvenile court personnel (Melzer and H a u g 1974), o r stalls o f rural mental health centers (Gertz, Meider, and Pluckham 1975). In such p r o g r a m descriptions, the content o f the training may be mentioned, perhaps even in detail, hut seldom is the system o f the s t a l l development process revealed. Bearing this in mind, a description of the in-service training p r o g r a m at the Mental H e a h h Complex (MHC) in T u p e l o may prove useful. T h e Inservice T r a i n i n g Committee, charged with responsibility for developing a c o m p r e h e n sive plan for meeting in-service needs,
Master Goal List After surveying the in-service needs o f the MHC staff members, the Inservice T r a i n i n g Committee formulated a list of goals incorporating the identified needs o f stall. In this Master Goal List (analogous to Weed's Master Problem List), each goal is n u m b e r e d and that n u m b e r is thereafter used to refer to that goal. New goals are then a d d e d as the need arises.
Plan of Action F o r each goal on the Master Goal List, a coordinator is selected from the MHC s t a l l to formulate a Plan o f Action in which specific objectives for that goai and a method for achieving them are outlined. Time allotments and costs are refined as n e e d e d and new ones are written for each goal a d d e d to the Master Goal List.
Activity Notes Any action taken toward the achievement o f a goal is r e c o r d e d in the Activity Notes o f the in-service training notebook. These goal-oriented notes, analogous to Weed's Progress Notes, are p r e p a r e d by the coordinator for that goal and include
