Design and Development of a Clinical Data Exchange System Based on Ensemble Integration Platform Wang Yu, Guo Long, Tian Yu and Jing-Song Li
Abstract With the pace of China’s New Medical Reform, medical information systems have been rapidly developing, thus generating tremendous clinical data that contain large amount of information. Clinical data exchange is one of the most important foundations to make full use of clinical data. Under the whole background of Global Dolphin (an international data exchange system between China and Japan), this paper demonstrates a method of achieving standardized clinical data exchange based on Ensemble Integration Platform and using Health Level Seven International (HL7) as the data exchange standard. HL7 helps to standardize the data exchange process; Ensemble Platform contributes to the loose coupling of medical information systems and constructing a unified data management layer in logic, ultimately achieving the goal of sharing clinical data between a data center and medical institutions. 37.1 Introduction Hospital information construction in China has been developing since 30 years ago. In 2007, the National Statistical Information Center of the Ministry of Health launched a survey on the 3,765 hospitals nationwide; the results showed that the hospital information systems basically were still management information systems or clinical information systems [1]. Due to the current domestic hospital systems are from different manufactures, using different information standards and W. Yu G. Long T. Yu J.-S. different data format, information and resources cannot be shared between community healthcare centers and hospitals, resulting in isolated islands of information. Patients’ clinical information (including text, data, images) during visits in different medical institutions cannot be transferred or reuse, leading to a waste of medical resources. Therefore, an effective way is needed to achieve the safe, efficient and flexible data exchange and sharing [2]. Furthermore, with the continuous development of global trade, floating population across countries keep growing, so the exchange of clinical data only in a country within a certain region will be unable to meet the needs. If you can imagine, a foreigner travelling to China, unfortunately had a traffic accident or acute onset. But the Chinese doctors didn’t know any of his allergy history or congenital diseases, the treatment was likely delayed. If you can access to the medical information of electronic medical records (EMRs) in his own country immediately,
