Content of the Voluntary Agreement
The threat of a climate change due to man-made emissions of green-house gases is an immense challenge to mankind. Politics seemed to have advanced only slowly for a long period of time. The climate summit conference in Kyoto however should tum out as a rather big step forward. The European Union for example promised a total 8% saving of COremmissions until the year 2012. A challenging task; for the politics of Member States, for industry and for all people whenever using energy. We have to admit that it is obviously rather difficult to change fundamentally the behaviour of the energy-users, the behaviour of people driving cars, heating houses or operating appliances. Maybe this is a deficit which should be more emphasised in the future. In any case, industry has to accept responsibility and the obligation to take all feasible measures to reduce energy consumption during the life cycle of their products. For the household appliance industry, this implies to focus on the product's phaseof-use. Major household appliances have a rather long life: up to twenty years. So it is not surprising that around 90% of their environmental impact occur during the actual phase of use. Various studies supply evidence for that. So the problems are obvious, the targets are well defined and the schedule to achieve these targets is urgent. The question is: how to achieve the targets efficiently and quickly? The answer of the household appliance industry has been: Use Voluntary Agreements (or as it is named today: negotiated Agreements). We were among the very first of all industry sectors to offer concrete and detailed proposals. First on a national basis in some countries, like Germany, and then on the European level.
