Abstract. This paper outlines the essence and main content of the methodical aspects of substantiating the combat staff of the armed forces of a state from the standpoint of the theory of prevented damage of own troops to ensure a given level of combat capacity of own troops and their ability to perform their combat tasks according to their destination with necessary efficiency in a combat operation lasting Ò days. INTRODUCTION The ability of armed forces (AFs) to perform the task of protecting the sovereignty, territorial integrity, and inviolability of a state depends on many components. In this case, an important role plays the fighting potential (FP) of troops, i.e., the integral indicator of the efficiency characterizing the maximum scope of prescribed tasks that can be executed by troops under typical conditions with standard levels of possibilities of their control systems, operational (combat) logistics, and training of combat staff. As a calculated unit (CU) of FP in the AFs of Ukraine, the 152 mm gun-howitzer D-20 is accepted whose fire capability is the unit of measure of fire capabilities of different means (weapons) of destruction [1]. The FP of troops characterizes their combat capacity, i.e., the state that allows troops to realize their fighting (strike, fire, and maneuverable) capabilities and to conduct combat operations under any situational conditions to perform their predestined tasks. Thus, the current FP of troops (taking into account the losses during Ò days (twenty-four hours) of combat operations) is a measure of the current level of their combat capacity. The combat capacity and combat capabilities of troops are estimated by several indicators among which an important place is given to the provision of troops with fighting means, i.e., the main samples of armament and military equipment. This indicator is one of the determining factors during substantiating a combat staff, i.e., the actual configuration of units, formations, and large formations that includes regular forces and means, and also reinforcement means destined for the execution of combat tasks [1–3]. Taking into account the fact that the combat staff of formations and units is determined by their basic (combat) subdivisions, the combat staff of combat arms, types of armed forces, and AFs as a whole will be determined by the available number and combat staff of the corresponding formations and units, i.e., the total amount of fighting means that are adopted by their basic subdivisions. The correspondence of the combat staff of AFs to the state defense tasks that are put on them is estimated by the efficiency of the combat use (the degree of implementing combat capabilities) of the troops involved in conducting
