Europeans are affected on a daily basis by decisions which are taken by their local authorities, by their national governments, and at the level of the European Union (EU). Yet if you ask people across Europe how they think decisions are taken at that level, and even more so if you ask why they should be taken at that level, you will receive a wide variety of answers, in terms of both objective knowledge and value judgements. It is sometimes hard even to believe that people are talking about the same thing. Indeed, discussion of the merits of the EU can bring to mind an old joke in which one person asks another person what the best way is to get to a particular place and is told: ‘well, I certainly wouldn’t start from here.’ Yet the fact is that we are where we are, like it or not, and having a common understanding of where we actually are, and how we got there, is an essential starting point for thinking collectively about how to move forward
