An increase in loads, which significantly worsens the quality of electrical energy by the asymmetry and nonsinusoidal nature of the voltages, is currently being observed. User loads of electrical energy can be divided into loads that worsen the quality of electrical energy, and loads that use electric power of lower quality, as well as loads combining both properties. A computational study was conducted to determine the contributions of user loads to the deterioration and improvement of electrical energy quality indicators, using as an example the network mode of the 5th harmonic. Currently, for example, Uzbekistan has adopted by decree a system of discounts (surcharges) to the rate for EEQ3, similar to that which has existed in Russia since 1991 [1], but the rules for formulating the discounts (surcharges) were not specified. It is assumed that the discounts (surcharges) are determined on applicable rates and are levied from users (except for domestic consumers) according to the electric power supply agreement. It is specified in the Decree that if the actual contribution of a user to quality degradation of electrical energy exceeds the admissible limit set by the electric power supply agreement, then the defined value is the surcharge to a rate, otherwise a discount. Here, the values of the actual contributions of a user to quality degradation of the electrical energy for each electric energy quality indicator (EEQI), as recorded in the agreement for electric power, are established based on episodic measurements and noted in the protocol of measurements. The amount of a discount (surcharge) for each EEQI is calculated depending on indicators of the relative total duration (T1 and T2) at the end of the settlement period of the EEQI being studied, respectively, for normally and maximally admissible values. The values of T1 and T2 are determined during measurement, the duration of which for each EEQI is established in the electric power supply
Currently, procedures are lacking that are accepted for use that would make it possible to determine the contributions of users of electrical energy to degradation of electrical energy quality (EEQ) and contributions of users to improvement of EEQ. The task of determining the actual contribution of a user to EEQ originated during the entry into force of the state standard for EEQ, GOST 13109–87.
