Study on the Earthquake Emergency Behavior Patterns of County Governments Deng Yan and Nie Gaozhong

Abstract Current earthquake emergency response (EER) plans of county governments’ in China obviously lack specificity and operability, which seriously affect not only their own level of implementation but also the overall level of the country. According to this problem, this paper first proposed a conceptual framework of ‘‘earthquake emergency behaviour patterns’’. Then it put forward the method of how to determine the elements of the patterns. Then by using this framework, taking the county governments with serious disasters of Wenchuan earthquake, for example, through typical cases analysis and survey statistical analysis, the paper gives the whole picture of emergency behavior patterns and some overall laws. Finally, the main stage characteristics and critical time points of earthquake emergency disposal of county governments with serious disasters were obtained. The results show that use of the conceptual framework of ‘‘earthquake emergency behaviour patterns’’ can help to sort out the mass and cumbersome datum of the EER behavior, and can provide an effective means to dig EER experiences. The patterns obtained by this paper can provide a scientific basis on the level of the programs and promote their actual operability.

38.1 Introduction County governments are the basic and key layers of the earthquake emergency response EER work in China, whose EER work after earthquakes is currently in accordance with pre-formulated plan—the earthquake contingency plan to take actions. But different counties’ plans are almost the same, they lack targeted nature and manoeuvrability. After the ‘‘5, 12’’ Wenchuan earthquake, all relevant departments have engaged in collecting a large number of emergency rescue data and carried out further research work for these data, through which the national and provincial emergency management of Wenchuan earthquake have been summarized and reflected, such as the Yuming [1, 2], Wei [3], Qu [4] and Zhan [5]. Meanwhile, CSB has collected so many data that is urgent to sort and analyze, especially to generalize the similarity among EER actions of county governments, which should be standardized and institutionalized for optimizing their future actions [6].
