Abstract Under the guidance of alternative supply mechanism of public service, in order to improve the responsibility and response ability of citizen which are service objects, and inspect the effectiveness of public service supplied and effectively respond to the opportunities and challenges brought by globalization, the paper raises the system design framework of sports public service performance evaluation in order to optimize the operation mechanism of sports administrative power and reflect the public service functions of government in the performance evaluation system. At the same time, it plays as the guidance and oversight roles in the transform of sports administrative functions in order to provide a better institutional environment.

114.1 Introduction The performance evaluation of the sports public service mainly aims at the performances, achievements and actual effects that are obtained by government sports public service department in the public management activities. However, these performances, achievements and effects are obtained within the government functions. By dividing the assessment project, the sports public service performance evaluation is conductive to sort out the relationships between the government and market, the government and society, as well as the function differences of various sports administrative departments. 114.2 The Process of Sports Public Service Performance Evaluation Performance evaluation of the sports public service is around the clear goal of performance level of sports public department, and it is a system process that measure and judge the department performance by the index system of system and scientific assessment tools. The performance assessment reflects the management philosophy of ‘‘costumer first’’. The main responsibilities of the sports public departments provide sports public services to social public.
