Ten years of advocacy towards women’s empowerment in sustainable development The World Summit on Sustainable Development (WSSD) occurs 30 years after the UN Conference addressed for the first time the interrelation between human security and environment concerns (Stockolm in 1972), and 10 years after a UN Conference made a breakthrough by engaging different sectors of civil society in the discussion of a participatory plan of action for sustainable development, known as Agenda 21. Women’s organizations and networks were extremely active in the 1992 UNCED. This was a natural evolution given women’s relationship to the growing international environment and poverty crisis, and their increasing participation in policy making on global security issues. For women, global security had to be redefined in terms of gender equality, environmental protection, economic justice and human rights. UNCED offered the opportunity to exercise that voice. The extent of the involvement of women was one of the most important aspects of UNCED. Women entered the UNCED process with a comprehensive and integrated vision that emerged from the First Women’s World Congress for a Healthy Planet, organized by the Women’s Environment and Development Organization (WEDO) in November 1991. At the Congress, 1500 women from 83 countries formulated and adopted their own platform, Women’s Action Agenda 21 (WAA 21).

Corral: The Women’s Action Agenda for a Healthy Planet The formulation of an agenda and the mobilization of women’s groups worldwide was critical for women to obtain 145 references all over Agenda 21 and the entire Chapter 24, entitled ‘Global Action for Women Towards Sustainable and Equitable Development’. In the aftermath of UNCED, WAA 21 has forged the basis for dialogue with governments and other major groups at the Commission on Sustainable Development (CSD). It also contributed to the effectiveness of women’s influence on the implementation of UNCED at national and local levels through ‘Local Agenda 21’.
