The production of the report was financed by the German Marshall Fund, Washington, D.C.lts conception and design, with selection of papers on defmed criteria and editing of the manuscript, was undertaken by a group of four 'correspondents': Andreas Alioth, Switzerland Max Elden, Norway Oscar Ortsman, France Rene van der Vlist, Holland They were later joined by two others, Jenny Blake, United Kingdom, and Margaret Butteriss, United Kingdom. The introductory section and the fmal section outlining some experiences and tentative plans of the editorial group, are by Max Elden.
