Facing the Irrationality of Duplicate Checking, How Do Journal Editors Review Articles in China? Lai Li‑Fei1

Abstract The limitations and misjudgment of the duplicate checking software are presented by analyzing the duplicate checking of typical manuscripts. Problems of the irresponsible editors were pointed out in the process of preliminary examination of manuscripts. The significance and strategy of contemporary editors to regain the principles of “Three-Fair” (openness, fairness and justice) are elaborated based on the “real genius” paper from Journal of Glaciology and Geocryology and the famous “Pan Chang war” in the last century. Introduction In order to prevent plagiarism and guarantee the quality of academic papers, the plagiarism detection by duplicate checking software is usually the first step of manuscripts entering the preliminary review. If repetition rate in the manuscript is higher than the scale range required by editorial department, the manuscript will be rejected which means it can’t enter the next process. However, the common duplicate checking software is not always detect plagiarism accurately, especially for the manuscripts on some subjects, so the editors were required to take specific analysis of the specific issues based on the principles of “Three-Fair” (openness, fairness and justice). Because some repetition does not mean plagiarism which may be philosophical theory, legal provisions, thoughts of great men, historical materials, and so on. The duplicate checking software only compares phrases and sentences of articles mechanically, so it is difficult to diagnose flexibly according to the type of manuscript. In this case, editors need to exert their subjective initiative, relying on their profound knowledge and experience to distinguish and judge.

This paper selected some manuscripts with high repetition rate as the analysis samples, which were received by the Journal of Ningbo University of Technology in recent years. It can be found that these manuscripts were treated unfairly, and the important role of editors played in weakening the defects of duplicate checking software are pointed out. At last, the significance of reshaping “Three-Fair” consciousness of editors is mentioned and the corresponding strategies are proposed.
