Abstract—One new damselfly genus and species, Progophlebia tarasenkovae gen. et sp. nov., and two new species from known genera: Progoneura kityakensis sp. nov. and Kennedya tyulkinensis sp. nov. of the family Kennedyidae (Odonata: Protozygoptera) from several Permian localities (Vyazovka, Kityak, and Tyulkino) of European Russia are described. All known representatives of the family are briefly reviewed. The distinctive features of the localities are characterized. INTRODUCTION The suborder Protozygoptera Tillyard, 1925 includes small extinct (mostly Paleozoic) damselflies with a wing morphology and structure similar to those of modern Zygoptera. According to the latest revision, the group includes 11 families: Batkeniidae Pritykina, 1981; Bechlyidae Jarzembowski and Nel, 2002; Kaltanoneuridae Rohdendorf, 1961; Kennedyidae Tillyard, 1925; Lodeviidae Nel et al., 2012; Luiseiidae Nel et al., 2012; Oboraneuridae Zessin, 2008; Permepallagidae Martynov, 1938; Permagrionidae (Tillyard, 1928); Protomyrmeleontidae Handlirsch, 1906; Voltzialestidae Bechly, 1996 (Nel et al., 2012), and a monotypic genus Jacquesoudardia Prokop et al., 2014 of an undetermined family (Prokop et al., 2014). The overall distribution is from the Middle Carboniferous (Moscovian) to Triassic (Ladinian–Carnian; Nel et al., 2012). Jacquesoudardia magnifica Prokop et al., 2014 (family not determined) and Bechlya ericrobinsoni Jarzembowski et Nel, 2002 (Bechlyidae) are the earliest representatives of the group. They were described from single specimens from the Westphalian (Moscovian) of France (Prokop et al., 2014) and Great Britain (Jarzembowski and Nel, 2002). Next appearance of protozygopterans in the fossil record is associated with the Carboniferous-Permian boundary deposits of Carrizo Arroyo (United States), where two specimens of Luiseia breviata Nel et al., 2012 (Luiseidae) were found (Nel et al., 2012). A single protozygopteran specimen found in the Sakmarian of the Czech Republic is Oboraneura kukalovae Zessin, 2008 (Oboraneuridae; Zessin, 2008; Nel et al., 2012). More numerous assemblage of protozygopterans including
the earliest representatives of Kennedyidae was recorded in the Wellington Formation (Lower Kungurian) of the United States (Tillyard, 1925; Carpenter, 1931; 1939; 1947; Nel et al., 2012). The family Kennedyidae comprises small damselflies with reduced wing venation. The main diagnostic features of kennedyids are strongly petiolate wing, rare cross-venation, and shortened anal vein.
