NICE evaluations of drugs, medical devices and diagnostics The UK National Institute for Health and Care Excellence (NICE) has launched public consultation on proposals for changing the methods and processes it uses to select topics when performing evaluations of drugs, medical devices and diagnostics and developing guidance on their use. Under the proposals, medical devices and diagnostics selected for NICE guidance development would include those which are expected to be cost saving or significantly cost incurring, or for which there is uncertainty about the potential cost or impact it would have on the healthcare system. The proposals confirm that, under the 2019 Voluntary Scheme for Branded Medicines Pricing and Access, NICE will appraise all new medicines was well as significant licence extensions for existing medicines, unless there is a clear rationale not to do so. All new or significantly modified medical procedures that protect patient safety will also be selected for appraisal if they are available to the National Health Service (NHS) or independent healthcare sector, or will be used outside of formal clinical research. "Topic selection plays an important role in the development of NICE guidance and is designed to ensure that the guidance we produce is on topics that support healthcare professionals and others to provide care of the best possible quality," commented Helen Knight, programme director for Technology Appraisals (TA) and Highly Specialised Technologies (HST) at NICE. Other key proposals include: using a single topic selection panel (the Topic Selection Oversight Panel), including lay members, to oversee the application of the identification, selection and routing criteria; removing the need to develop and consult on a scope before selecting a topic for TA or HST programmes; and introducing a formal process for stakeholders to challenge topic selection routing decisions. The consultation period on the proposals with be open until 19 November 2020, and public consultation on changes to NICE’s health technology assessment methods will begin in November 2020. Public consultation on changes to NICE’s processes will begin in February/March 2021, and NICE expects to publish the final updated methods and processes in September 2021. NICE.
