Abstract—The citation frequency is taken into account when monitoring the research output of institutions; a citation index should be provided when filling in grant applications or participating in competitions for support and is critical for additional incentives. This paper presents the results of an analysis of publications in physico-chemical biology from one of the institutes in the Research Center. These publications have not been cited since 2014. INTRODUCTION The results of studying bibliometric indexes such as the citation level enable the administration of a scientific institution to evaluate the overall productivity of a scientific team, obtain information on the dynamics and development trends of a particular scientific field, expand scientific ties, and identify the circle of promising publications. By using this index as a marker of the most important ideas in the “mapping” of science [1] managers receive a tool for forming an effective system of scientific units. The use of citation data for assessing scientific work is particularly attractive, since it does not require personal interaction with the respondent and can be carried out by third-party independent experts [2]. Employees of information departments of organizations, who understand the importance of choosing criteria for evaluating research activities, believe that the number of publications and, to a greater extent, their citation demonstrate a scientist’s activities and his connections, but not his scientific achievements. Citation is often done out of gratitude to colleagues whose knowledge allowed the author of the publication to conduct their research; thus, the list of references to the article is a list of the most important sources on the topic. However, the choice of a cited document is influenced by a huge number of different factors [3], which are often not related to their scientific merits, for example, the physical accessibility of a document [4], certain types of publication [5], personal relationships [6], or as a tribute to the traditional respect for the cited author [7]. According to the results of research by Russian and foreign bibliographers, there is a positive correla-
tion between the frequency of citation of publications and the number of coauthors [8], the circulation of the journal and indexing bases [9], and the volume of the article [10]. Forei
