GENERAL PROBLEMS OF METROLOGY AND MEASUREMENT TECHNIQUE In this issue, we offer our readers a selection of articles from the XIIth All-Russia Scientific-Technical Conference on “The State of and Problems in Measurements,” which took place at the Bauman Moscow State Technical University on February 4–6, 2013. The conference was organized by the Bauman Technical University, institutes of the Russian Academy of Sciences, and Russian universities and research institutes. The conference examined fundamental problems of metrology and the theory of measurements, questions in quantum and nanometrology, instrument building, measurement technologies for linear and angular quantities, time, and frequency, and measurements in psychology and medicine. Participants included representatives of universities – Lomonosov Moscow State University, the MAI and Stankin Moscow State Technical Universities, Vladimir and Orel State Universities, the Russian Academy of the National Economy and State Service under the President of the Russian Federation, Moscow State Construction University, the Moscow Institute of Consulting and Testing, the Academy of Standardization, Metrology, and Certification (Nizhnii Novgorod), the Ulyanov Chuvash State University; research institutes from the Russian Academy of Sciences system – the Lebedev Physics Institute, the Blagonravov Nizhnii Novgorod branch of IMASh, the Trapeznikov IPU, and IPMash (St. Petersburg); and specialist institutes and industrial firms – Zhukovskii TsAGI, ZEM company of the RKK Energiya, Tikhomirov NIIP, VNIIMS, NIIizmereniya, and the All-Russia Research Institute for Technical Esthetics. Several talks placed particular emphasis on the need for information-metrological support for the life cycle of Russian industrial production as a guarantee of the country’s national security. The importance of radial scientific and engineering solutions and the need to improve the legal foundations and technical standards documentation in the areas of metrology and measurement techniques were noted.

Aspects of measuring harmonic signal vectors based on the method of split sets of sampling readouts of periodic signals in the presence of subharmonic noise are examined. A method for suppressing this noise is proposed and its feasibility in instrumentation for measuring active and passive electrical quantities is discussed. Keywords: harmonic signal vector, subharmonic noise, frequency-dependent sampling.
