Abstract Now a day multimedia applications are growing rapidly and at the same time the volume of video transactions is raising exponentially. This demands an efficient technique to encode the video and to reduce the congestion in the transmission channel. This paper presents an improvisation technique; weighted encoding for High Efficiency Video Coding (HEVC). This method optimizes the spatial and temporal redundancy during the motion compensation by the optimal choice of code block. The blocks are chosen on the basis of weights- assigned to it using the firefly algorithm. On encoding it reduces the size of the video with perceptually better quality video or Peak Signal to Noise Ratio (PSNR). Keywords Compression coding PSNR

1 Introduction HEVC performance is high when compared to the conventional video coding standards but it has the drawback of computational complexity and storage problems while encoding [1]. quadtree is a phenomenon used for subdividing the picture into many blocks for coding and prediction [2]. In video coding, intra coding provides good quality videos but these too have a lot of draw backs. The challenges in new HEVC standard are solved and it is shown in the next section. The overview of the HEVC, particularly, focussing on the recent developments in the 3D and multi view video are addressed in 2016 by Tech et al. [3]. They studied the overview and various features of multi view (MV) video and depth-based 3D video formats in High efficiency video coding (HEVC). They used the multiview extension feature which has the ability to aid efficient coding of the multi-camera views and the associated auxiliary pictures and it is implemented along with single layer decoders. They modified the MV extension into advanced type of video extension called as 3D-HEVC, used in coded representation which has multiple views and the associated depth maps. Moreover, the bit rate reduction comparison is studied with MV-HEVC and found increased enhancement by using new video coding tools. Increasing the coding efficiency by improving the bit allocation is experimentally studied in 2014 by Wang et al. [4].
