The Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform, which was adopted at the Third Plenary Session of the 18th Central Committee of the Communist Party of China on November 12, 2013, underlines the construction of socialist rule of law theory with Chinese characteristics, and therefore explicitly states that “the socialist path, theoretical framework and system with Chinese characteristics are the fundamental course for the comprehensive promotion of law-based governance in all fields.
