Abstract According to UNESCO, sustainable education requires a participatory development process. This article reports the results of three case studies about sustainable education using e-learning technologies, where the focus of the analysis is on the need for sustainable and participatory development processes. The research approach is based on a meta-synthesis of three cases that target capacity-building in Maritime Education and Training using modern digital technologies. The result of the analysis is an analytical framework that describes how sustainable development of education needs to be understood as a participatory process of education and technology knowledge development taking place in layers of (1) standards, (2) applications, and (3) in-situ development, and based on an evolutionary and participatory process. The analytical framework contributes to a better understanding of the relationship between education for sustainability and sustainability of education—a relation that is recognized to be of importance, but that is also recognized as not sufficiently conceptualized. As the empirical research in this article evidences, a better understanding of sustainable development processes is of academic as well as practical relevance to build educational capacity using E-Learning technologies. Introduction The promises and challenges of education technologies are at the top of the agenda of the United Nation’s (UN) sustainable development goal about quality education. To realize sustainable quality education through technology development, a sustainable development process is, in turn, needed. In other words, education for sustainability connects to the sustainability of education (Stepanyan et al. 2013; Alharthi et al. 2019). The focus in this article is on how a participatory process of development involving educational and technical * Johan Bolmsten [email protected] Michael Ekow Manuel [email protected] 1

stakeholders coming together to develop e-learning education technologies sustainably, is required. The question posed is how the participatory process of sustainable education and technology development can be interrogated, understood and implemented. The analysis of three case studies is reported in this article. It illustrates different areas of concern for the sustainable development of education and technology development, described as follows: • The first case is about an e-learning "educational exchange" system under development at the International Association of Maritime Universities (IAMU). To meet the demands of the inherently global and rapidly developing maritime industry, the global membersh
