Abstract Reasonable evaluation of the comprehensive effect of coordinated coal-water development is necessary for the sustainable development of ecologically vulnerable area. Taken Nalinhe mining area as the research area and focused on the thick coal seam mining, an evaluation index system of the comprehensive effect of coordinated coal -water development was proposed. The analytic hierarchy process modified by particle swarm optimization and fuzzy comprehensive evaluation method was adopted to determine the weights and grade thresholds of the evaluation indicators. The comprehensive effect of coordinated coal-water development for three typical thick coal seam mining technologies of layered mining, one-time full height mining and coal caving mining was evaluated. The results show that the priority of the evaluation index system is geological system, ecological environment system, natural system, and mining system. The comprehensive effect ratings corresponding to the three typical thick coal seam mining technologies in Nalinhe mining area are poor, excellent, and average respectively. The method and results can provide some references for the rational evaluation and selection and application of coordinated coal-water development in ecologically vulnerable areas. Introduction China is rich in coal resources, and its coal output has consistently ranked first in the world for many years. Coal is China’s main basic energy source and the basis for national economic development, which supports the steady development of the country. Some experts believe that in the next half century, coal consumption will still account for more than half of primary energy consumption. Therefore, coal resources are the energy necessary for China’s social development, and the important role of coal resources in China’s energy resources will not change (Wu 2011; Ngan et al. 2019).
