There is now a growing comparative academic literature which describes conditions in prisons around the world. This research complements the exhaustive reports which are produced on a regular basis by international bodies such as the United Nations and the International Committee of the Red Cross, by regional bodies such as the European Committee for the Prevention of Torture, and by many national inspecting and monitoring bodies. In addition, regional courts, such as the European Court of Human Rights and the Inter-American Court of Human Rights, frequently produce important judgements on prison conditions. All of these documents paint a remarkably consistent picture of the general situation in many prisons around the world: prisons in developed and developing countries, in the northern and the southern hemispheres, and in the east and the west. Features such as overcrowding, lack of resources, poor conditions, violence, and lack of control are present in all prison systems. Only the degree of each of them varies.
