Foreword

The demand for higher education has been growing strongly in the recent decades, with the global number of tertiary enrolments rising from 50 million in 1980 to over 200 million by 2015. Increasing economic prosperity, population growth, the use of English as a lingua franca and the changing labour market needs of a post-industrial ‘knowledge economy’ have fuelled an explosion in the numbers entering universities and colleges around the world. The tendency of demand to outstrip the supply of places in higher education institutions has been most pronounced in fast-growing developing countries like China and India. High rates of economic growth boost the willingness and ability to pay for tertiary education, but it takes years to build and staff high-quality institutions. Some of the excess demand in such countries ends up on campuses in the USA, Australia and the UK. Be
